The collaboration will explore jointly building reliable agentic AI applications for government and enterprise customers in the UAE, with a focus on evaluation, governance, emergency response and scenario simulation

Abu Dhabi, UAE - 8 October 2026: Scale AI, the company building the reliability layer for AI, and Presight, a global leader in applied AI for intelligent systems, signed a Memorandum of Understanding (MoU) to explore a strategic collaboration focused on building agentic AI applications and strengthening the performance, reliability and governance of AI deployed in complex, mission-critical environments, and accelerating responsible AI adoption across the region.

The agreement – signed during the AI Everything event in Abu Dhabi – was signed by Dr. Adel Al Sharji, Chief Operating Officer of Presight, and Jules de Boinville, Head of EMEA at Scale AI. The collaboration brings together Presight’s sovereign AI capabilities, deep domain intelligence and experience building and deploying intelligent systems at national scale, with Scale’s global expertise in AI evaluation, agentic AI workflows, simulation and AI governance.

Under the MoU, the companies will explore opportunities to jointly design, build and refine high-performing, reliable AI solutions for government and enterprise customers in the UAE and other mutually agreed markets. Successful outputs could then become repeatable offerings for government entities in UAE and across the region.

Through the collaboration, Scale and Presight intend to pair agent development with advanced evaluation frameworks that continuously assess the accuracy, reliability and performance of AI agents once they are running in live operational environments. The two teams will collaborate across industries and use cases, for example exploring opportunities to develop and deliver end-to-end agentic resilience solutions across critical sectors such as water, power, healthcare, and transportation. The companies will also examine how simulation can model complex operational and emergency scenarios, test decision-making processes before real-world deployment, and strengthen preparedness and resilience across critical systems. Evaluation guides how each agent is designed and deployed, defining what it must accomplish, which errors are unacceptable and where human authority must be retained, then verifying that performance holds once the system is running.

The partnership pairs complementary strengths. Presight brings deep local market knowledge, domain expertise and national AI platforms. Scale brings agent and application development, evaluation, simulation and expert data capabilities, global AI best practices and international ecosystem access, along with experience working alongside governments in the Gulf.
